That presumably implies the data is local only. However, just because the data does not leave the vehicle now, once it’s collected it certainly COULD be uploaded to whatever alphabet agency decides they need it and we the consumer would never know the difference.
” Only if Impairment is detected ” OK fine, but tell me just how are you going to do that? What exactly constitutes impairment? and how do you measure it? Where’s the line between Impaired drivers, timid drivers, aggressive drivers, and just plain bad drivers. How do you separate out road and weather conditions and other external factors that might sometimes lead to erroneous conclusions?
Even if you could figure out how to resolve all that, then what? How will you intervene in a manner that doesn’t cause more problems than it solves.
Just another nanny state fantasy that sounds good on paper to the people who don’t have to make it work in reality.

What they need, for punishment and as a warning to others, is to be publicly beaten about the head and shoulders with blunt, metal like objects, so as to produce massive bleeding, scarring, broken bones and concussions.
Treat them as children and don’t complain when they behave as children.

I’d rather not beat them about the head, because I want them to remember what caused the beating throughout the process. And I’d add hanging them up by their heels and letting disgruntled constituents form lines to do the beating, one whack per voter.
I think the best way to teach a lesson for imbeciles is to give them a permanent painful limp or something so that they relearn their lesson every day of their lives. Then others see the schmuck limping along and they relearn the lesson of why they got their limp.

HR 7148 is one of those laundry list appropriations bills that along with it’s 86 amendments incudes all sorts of things to prevent it from being voted against. There is something in it for everyone. It’s a clear demonstration of why Government only gets bigger. Then it goes to the Senate where those clowns will add their own list of changes. and then not signed by DJT. which kills the whole thing.
But the main focus seems to be to prevent the war department from invading another NATO Ally ( which was never going to happen in the first place ). and now that we probably have a deal to expand our current presence there, makes the whole thing moot anyway.
End result — DJT for the Win….. again.

This data collection is always passed under the guise of allegedly good intentions then abused.
Look at the No Fly List part of the falsely named Patriot Act. Sure, banning criminals from flying can be good however it is far too easy for innocent people to get put onto the list and impossible to get removed from the list. As much as I can’t stand Ted Swim Champ Kennedy, he got put on the no fly list and was only removed because he had the inside connections to get removed. Such connections are not available to John Q. Public.
I’m almost to the point where I might not want an electric radio in my next car or truck. The older more mechanized trucks are more to my taste. I want four wheel drive to be actuated by a lever rather than a solonoid. I’ll have to give up heated seats but I can replace that with some ibuprofen for my aging and aching back.
