I have the same thought about this as I do about the catalytic converter thefts here – who the hell is buying the scrap? Does the railroad get a phone call from 1-900-scrap-dealer and they say “hey, what are the odds, we just came into 10 km of rail, do you want to buy it back. Err, I mean buy it to replace what was stolen?”
